Its not really but also filler. So Oda likes to keep the readers up to date with the previous characters using the cover page of the manga. So this is from the series of cover pages mage by Oda to update the readers what is he doing. Its actually quite useful cause this way it makes the the One Piece world more alive and slightly lowers the importance of the main characters, Like yeah Luffy stepped into their lives and did some stuff but its not like life stops for these characters after he leaves them but it continues and they continue doing their own thing.
